REDUCING IMPORTED-FUEL DEPENDENCE
For island economies, energy security and economic security are closely connected.
Samoa has historically depended significantly on imported petroleum products for electricity generation and transportation. Every unit of energy that can be generated economically from domestic renewable resources represents an opportunity to reduce exposure to international fuel markets and supply-chain disruption.
Tula'i's long-term strategy therefore prioritizes technologies capable of utilizing resources already available in Samoa — beginning with the sun. The transition must nevertheless remain technically sound and economically sustainable. Renewable capacity must be accompanied by sufficient storage, grid modernization, appropriate reserve capacity and professional system management.

Tula'i is engaging international energy, storage, engineering and infrastructure companies to identify technologies appropriate for Samoa.
But technology alone does not create energy independence.
People do.
Our strategy therefore places strong emphasis on Samoan participation, technical education, workforce development, operations training and knowledge transfer.
International specialists can help design and deploy sophisticated infrastructure.
Our longer-term objective is for increasingly more of that infrastructure to be operated, maintained and developed by people in Samoa.

Samoa's geography requires a different approach to energy infrastructure. Rather than relying exclusively on large centralized generation assets, Tula'i is advancing a distributed model combining solar photovoltaic generation, battery energy storage and intelligent energy-management technology across Upolu and Savai'i.
SOLAR + STORAGE
Renewable Energy That Works Beyond Daylight
Solar generation is only one part of the solution.
Tula'i's approach combines renewable generation with Battery Energy Storage Systems (BESS) so electricity produced during periods of strong solar generation can be stored and used when the system needs it.
Battery storage can also provide important grid services, including frequency and voltage support, renewable-energy integration, peak management and improved system resilience.
The objective is therefore not simply to install more solar panels.
It is to develop an intelligent energy network capable of managing when and where electricity is produced, stored and delivered.

Island energy systems face challenges fundamentally different from large continental grids.
Extreme weather, limited interconnection, imported-fuel dependence and the concentration of critical infrastructure can increase vulnerability.

Tula'i's program is therefore being developed with resilience at its core.
